for not wearing a seatbelt
 The 46 year old biker had to pay 53 euro ($75). The biker was wearing a helmet. Crazy germans

Where is the link to the story? I find that a little hard to believe. Hopefully the cop will lose his job for TRYING to be the law without knowing shit about it
