He is banned. Click on his name and you will see that it still states banned under his name. As for his name appearing in the notification bar at the bottom is due to the user returning to the forum and then being presented with a banned message. So even though it may show that he is sign onto the forum he isn't, it's just there to let us know that this guy is back online.

soier956 and sudden782 started spamming Tuesday night and Speedy quickly banned and deleted their posts. Don't know about the others but those two were onling at the same time spamming shit.
